Moldova
Closing seminar of the twinning between the Ministry of Regional Development and Construction of Moldova and the French Ministry of interior, with the assistance of DATAR.
As part of its policy of " Eastern Partnership", the EU funded a twinning to strengthen the administrative capacity of the Ministry of Regional Development of Moldova to improve the legal framework for regional policy, improve the planning process both regarding the development of regional strategies of planning documents and facilitate the practice of inter ministerial coordination.
This program lasting 21 months, granted of € 1.17 million from the European Union has mobilised thirty European experts, French, Romanian, Latvian and Lithuanian, who completed more than 600 days mission to achieve include:
- A proposal for a new law for Regional Development and elements for secondary legislation;
- A proposal for a new procedural law for regional planning and elements corresponding to secondary legislation;
- 4 study visits for a Moldovan delegation (2 tours in France, one in Romania and one in Latvia ) ;
- A dozen of seminars presentations and discussions for proposals, Chisinau welcoming between 40 and 110 experts at the Ministry of Regional Development and Construction and at the Academy of Public Administration (PAA);
- Numerous meetings on the spot in development regions North, Central and South ;
- Seven one day training seminars including in 5 region , one of them in Gagauzia.
- 6 pilot projects (2 per development region) to enable the partnership to raise awareness of inter -sectoral dimension (including Public Private Partnership) and regional development by transferring experience of regional development in the EU, including France and Romania;
- 6 books to the attention of regional development stakeholders , administrative and developers :
1 . a book intended to propose a new legal framework for regional policy in Moldova ;
2 . a book intended to be joined spatial planning and regional development, and four books for training in this area;
3 . a manual to help prepare a national strategy for regional development;
4 . a compendium of best practices to help the development of the Moldovan concept of regional development ;
5 . methodological case studies from six pilot projects;
6 . a manual, synthesis of all trainings provided during the program.
Moldova chose, as the twinning partner, the French Ministry of the Interior, supported by experts from Datar and the Ministry of Sustainable Development of France, the Ministry of Regional Development and Public Administration and North East regional agency in Romania , the Ministry of Environment and Regional Development and the Ministry of Finance of Latvia and one Lithuanian expert. The program was jointly run by Igor MALAI, deputy director of regional development and Moldovan project leader, and Patrick NODDINGS, territorial administrator and Member State project leader. The resident twinning advisor was Anne- AZAM PRADEILLES, former French vice-prefect, and Project Director for International Cooperation at the General Secretariat of the Ministry of the Interior during the development of the twinning phase and the moldovan counterpart Ecaterina CULEC task manager at the Ministry of Regional development and Construction of Moldova.
