Franco-Hungarian conference at the French Institute of Budapest

After the intervention of French and Hungarian experts and local officials in the field of heritage and spatial planning management, the event hosting a hundred people also gave the opportunity for the foundation of the chamber of Historic Cities in TÖOSZ (National Association of Hungarian cities) as well as preparations for the launch of the Hungarian label "Örökségtudatos Önkormányzat" [GB: Heritage-conscious Cities].
The words of welcome by Anne-Marie Maskay, First Secretary of the Embassy of France, were followed by those of M Hervé FERRAGE, Director of the French Institute, the conference host. Mr Ferenc DIETZ, Mayor of Szentendre and co-chairman of TÖOSZ recalled the history of the Hungarian local initiatives in Heritage protection, while Jean M ROUGER, vice president of the National Association of Towns and Country of art and history and protected Cities and areas (ANVPAH & VSSPs), informed the public of the French labeling system operated for 29 years. The current Hungarian system was presented by Ms Zsuzsanna Ujlaki, head of the Directorate of Heritage Protection of the Hungarian Ministry of the Interior.
Didier M HERBILLON Mayor of Sedan and Mrs. Marylise ORTIZ, Director of ANVPAH recalled the history and concept of the label City Art and History, showing the benefits and objectives of the label, as well as principles to be observed. Nathalie GAILLARD, host of the architecture and heritage of art and history of the Mellois Country, presented mediation actions and interpretations implemented in terms of raising public awareness, improving the tourism quality and living environment, and enhancing the attractiveness of the territories.
M Richárd ONGJERTH, Director of Urban Planning Society of Hungary, described the path from the protection of heritage management, as well as basic elements of the future Hungarian label "Örökségtudatos Önkormányzat." M Botond RÁZSI, deputy mayor of the city of Eger presented the project to protect heritage "Herman" while M Gyula PORGA Mayor of Veszprém, gave an overview of the actions of heritage, tourism and cultural development of its city, surrounded by Lake Balaton and the Bakony mountains.
The series of methods and solutions applied in France for the protection and management of heritage, tourism and marketing practices, aroused a great interest among the participants. It became clear that despite significant differences in terms of the organisation and the situation of local and state actors in both countries, the French approach and its complex implementation should be studied by Hungarian actors.
At the end of the conference, the House of Cities History TÖOSZ was founded. Its objectives are: to provide a platform for local authorities and local officials interested in the preservation of historic values, discover the possibilities of recovery of these resources, present best practices for protection and wealth management, constitute a discussion forum, create a cooperation network of towns and villages with historical values and traditions, expand the circle of active members of the House and municipalities to raise the cause of heritage protection. Ferenc M DIETZ, co-president of TÖOSZ, was elected President of the Chamber, Ms. Lászlóné MESTER Mayor Telkibánya and M Gyula PORGA Mayor Veszprém were elected Vice-Presidents.
The new chamber TÖOSZ appeals to all municipalities involved in the protection of heritage to join its ranks. For its part, the Hungarian Planning Corporation (MUT) brings together professional organisations and experts who can contribute to the development of business systems of protection and heritage management.

He holds a Master of Sociology, he was previously Director of the Association France-Hungary Initiatives (INFH) of 1995-2013 Passionate decentralized cooperation., He works today the development of cooperation between local and regional authorities, but also between their associations in Europe.
